This is the building block of the new issue USMC IFAK (Individual First Aid Kit) where you add a CAT and other items to make it complete. This kit is in the original package and ready for use. The expiration of the Burn Dressing is 2021 and the value is the hard-to-find new zipper IFAK bag with the other items as a bonus pack.
