Like wearing a sleeping bag with sleeves. This is the outermost layer of the Army's Gen III ECWCS, built for static operations in extreme cold, dry conditions. It works when you're standing around or sitting in a blind and nothing's moving but the wind. Put it on when you stop moving and you stay warm.
The fill is PrimaLoft thermal bonded high loft. Better than down, which clumps and quits the second it gets wet. PrimaLoft keeps insulating when damp and dries without clumping.
The shell has a water-resistant finish that resists wind and light moisture. It's not a rain shell, so put your Level 6 Gore-Tex over it if the weather actually opens up.
For how warm it is, it packs small. Stuff it in a ruck, leave one behind the truck seat all winter, drop it in the go-bag.
Size note: this was cut to go over the full ECWCS stack and body armor, so it runs big. Most people size down one for normal wear.
